Garbage garbage garbage

Garbage blowing everywhere...ending up in the NW Branch. The stored have locked dumpsters. People dump garbage anyway. Those dumpsters needs to be removed and garbage needs to be put somewhere discrete. This isnt working, it hasnt for 20 years Ive been here and we have a major rat issue since COVID.
