Arterial, Collector, Local Roadway Classification and GPS

Google Maps and Waze, ubiquitous GPS apps, often send drivers via streets that are inappropriate for major transit. So I'm wondering if the City's plan includes addressing the routing of traffic via these GPS softwares?
