What is the Strategic Plan?

The Strategic Plan is a 5-year plan that outlines community priorities on a range of topic areas. This is a multiyear effort involving stakeholder interviews, Strength Weakness Opportunity Threat (SWOT) analysis, and community engagement through visioning and prioritization exercises.

This version of the Strategic Plan was built using several rounds of public comment and stakeholder engagement starting in 2022. Feedback was incorporated into the following vision statement and values:

Vision Statement: The 2026–2031 Strategic Plan aims to foster a vibrant community where every resident feels safe, connected, and supported. The Plan champions lively neighborhoods, reliable infrastructure, environmental stewardship, thriving local businesses, affordable housing, and exceptional public services rooted in community values.

Values:

LIVABILITY: Represents Hyattsville’s dedication to creating a safe, welcoming, and enjoyable environment where residents can thrive and feel at home.
INCLUSIVITY: Honors Hyattsville’s distinct character and diverse culture, while embracing the full range of experiences, identities, and voices within the community.

At this stage in the process we are not making significant alterations to the content, but welcome input on the plan's goals and strategies and suggestions for future improvement in the Strategic Plan process.

Following Council's formal adoption of the plan the City will launch a public tracker to monitor annual progress.

T. Carter Ross5 months ago Several of the goal mention "enhancing," "upgrading," or improving lighting in the name of safety. More lighting, brighter lighting, and cooler lighting are often assumed to increase safety, but they often create new threats and problems without actually improving safety noticeably. It is important that we make changes to our lighting plans that actually deliver on the promise of improvement, not simply make things brighter. Changes to lighting should use only warm-colored lights (<3,000K), not harsh blue-white lights that can disrupt circadian rhythms for both humans and wildlife, among other negative health consequences.Brighter lighting decreases night vision and creates deeper shadows at the margins, making it harder to see hazards or threats from a distance or coming out of the lit margins.Fixtures should also meet International Dark-Sky Association guidelines to ensure they direct light downwards into public spaces, mitigating scatter that contributes to light pollution and avoiding light trespass into homes.

Jacquelyn Smith5 months ago Thank you to all the legislators, staff, and community members who helped put this together! It is clearly a labor of love. I have two pieces of constructive feedback I would offer, perhaps to take into account if the plan is ever amended or in future iterations. First, this plan is extraordinarily broad. It covers so many important topics, but I’m concerned that, in trying to prioritize everything, we aren’t really prioritizing anything. It is tough (political) work to narrow priorities, so I understand where the inclination comes from to include everything. I think components that would be more natural to trim down are those whose listed “strategy” isn’t obviously measurable, such as those without a concrete deliverable (what does it mean for the city to “advocate” for something and how will we know when that’s achieved?).Second, I want to point out that it is not always feasible or advisable for seniors to “age in place.” Whether it’s due to growing mobility limitations, financial constraints, or even the social isolation of living alone, many seniors may find that their needs are better served in different housing. In the Village model (a peer to peer senior network, one of which I used to work for!), we use the terminology “aging in community,” because even if someone has to downsize, we want them to stay local and connected to their friends and neighbors. Building affordable, ADA and transit accessible housing (including explicitly senior living developments, assisted living facilities, and even ADUs!) can serve the aging population, as well as help to free up existing housing stock for growing families—an often overlooked and under-resourced constituency despite contributing significant revenue, if you ask me!in any case, very pleased the city seems to have a grasp of the issues that residents are facing, and I’m looking forward to seeing action taken to implement the plan as written!
