What is the Strategic Plan?
The Strategic Plan is a 5-year plan that outlines community priorities on a range of topic areas. This is a multiyear effort involving stakeholder interviews, Strength Weakness Opportunity Threat (SWOT) analysis, and community engagement through visioning and prioritization exercises.
The City's 2026 - 2031 Strategic Plan has been adopted!
This version of the Strategic Plan was built using several rounds of public comment and stakeholder engagement starting in 2022. Feedback was incorporated into the following vision statement and values:
Vision Statement: The 2026–2031 Strategic Plan aims to foster a vibrant community where every resident feels safe, connected, and supported. The Plan champions lively neighborhoods, reliable infrastructure, environmental stewardship, thriving local businesses, affordable housing, and exceptional public services rooted in community values.
Values:
- LIVABILITY: Represents Hyattsville’s dedication to creating a safe, welcoming, and enjoyable environment where residents can thrive and feel at home.
- INCLUSIVITY: Honors Hyattsville’s distinct character and diverse culture, while embracing the full range of experiences, identities, and voices within the community.
- PROSPERITY: Prioritizes a successful community with a strong, diverse, local economy, upheld by quality municipal services.
- CONNECTIVITY: Reflects the City’s commitment to fostering strong links between people, places, and opportunities, ensuring residents, businesses, and visitors can easily engage with one another and access the resources they need.
- ACCESSIBILITY: Ensures that everyone, regardless of ability, background, or circumstance, can fully participate in the life of the city and access its opportunities.
- SUSTAINABILITY: Embodies the City’s commitment to preserving the natural environment, responsible growth, and long-term resilience for future generations.
Phases
Internal Kickoff
Stakeholder Interviews. From May to July 2022, CED Staff conducted 62 interviews with community stakeholders across 11 sectors. These sectors included local business owners, committee members, departmental directors within Hyattsville, civic associations, developers, elected officials, county and state-level municipal government leaders, non-profits, schools, utilities, and youth within the community. Interviews were primarily one on one; however, four interviews took place as focus groups of three to four individuals.
Strength, Weakness, Opportunity, Threat (SWOT) Analysis.
Request for Proposals, Interview of Top Candidates, and Selection of Consultant Team. On April 6, 2022, the City issued a solicitation for bids from interested and experienced economic development consulting firms to assist the City in the development of the City's Community Sustainability Plan. Virtual interviews were conducted with the top two firms on July 12, 2022. At the July 18, 2022 City Council meeting, Mayor and Council voted to accept the proposal submitted by Assedo Consulting LLC and execute a contact of services.
Notice to Proceed. Internal kickoff between city staff and the consultant team took place on August 23, 2022.
