One Way 35th? Bicycle Path?

Google Maps shows this area already has temporary bumpouts with white sticks. Have they been effective in achieving their objective? How will we know if the new temporary ones are any better?
I don't understand why this area has speeding and high traffic volume anyhow. Gallatin is not through connecting to anything, unless this is a Hamilton bypass used when Hamilton has high traffic volume. If that is the case, wouldn't it be very effective in reducing traffic to make 35th Place one way from Gallatin to Hamilton? Combined with making the alley one way as proposed, this would significantly reduce the west to east flow through the area. If relying solely on the one way alley to stop cut throughs to 38th, you can bet a lot of people will ignore it.
I also think there should not be a double yellow line which is a visual signal that it is a faster road. Finally, will there a designated bicycle path on the 5 foot wide sidewalks? Many areas in Europe successfully share walking and cycling on raised walks by giving the bicycle area a different colour.
